So probably wouldn't be able to make full use of the AT&T network with the limited number of bands. I have a Straighttalk sim which uses AT&T as the network.

Note that it uses a NANO (size) SIM card, so if your existing phone uses a Micro SIM card, you're out of luck; will need to buy (and have programmed) a new NANO SIM card.
(It also uses the more normal-sized microSD memory card.)

I posted a picture of the LTE bands of my unlocked model on this thread here.

UMTS: 1,2,4,5 LTE: 2,4,12,5,7,17

It is coming from the box, so we take it as that.

I have been trying to find a diag or field test app that will allow to view the bands from the device. The built in diag app from TCL does not seem to have that feature...

On GFXbench I saw an interesting update on the results for this phone and they were dated 3/9/2017. But it was oddly named Nokia 6071w...just sharing it for info, in case anyone is curious as it is hard to tell what who or why things like that show up.

Where can I find an OEM charger for this device? Also, what voltage output/input does this take?

Try Amazon.

Here's a pic from the side of my factory charger. Note that this is from the T-Mo version. Funny how it is in Spanish.

Input: 100-240V, 50/60Hz, 0.5A
Output: 5V 2A or 9V 1.67A

However, I think the factory charger cable combo is slow. I used a Type C to Type C cable and an Aukey charger with Type C port to great effect on my Idol 4S. Charged fast and didn't heat the device up.

I also acquired a 3.3' braided C to C cable for the car and a 6.6' one for the house.

Even though I'm giving up the Idol 4S, I'm keeping the Aukey gear as it is futureproof. I'll be using them on my next USB C device when it comes in: a Chuwi Surbook.

IMHO, you would do better looking for a quality replacement rather than the OEM item. In particular I think the supplied cable is a drag on charging and data transfer speeds. Looks like the A end is just 2.0 to me.
