Does anybody know if the T Mobile USA Alcatel Fierce XL will be getting the Windows 10 Mobile Anniversary Update?

I'll say yes.
Hopefully T-Mo won't drop support prior to a carrier tested and approved update.

I'm actually surprised they're still offering this model based on their Windows phone history.
The production anniversary update may be the better path however.

I'm pretty surprised too actually I'm sure they're waiting for the Idol to show up before they drop this one.

updates come from Microsoft not t-mobile.. mine is up to date as well.
