Developer unlock, how many phone's

How many devices can you ( develop ) unlock on one account? I have a free account and own two phones, when I unlock one phone for sideloading the other one locks and the sideloaded apps on that phone cant be opened anymore....when i try it on the other phone same story except vice versa. So I guess you can only unlock one phone with the free developers account, is that true?

On paid Dev Center accounts, you can register up to 3 different phones —that's what it says on Account > Phones, on Dev Center. I currently have two phones, so I can verify you can register more than a phone on a paid account.

Okay, so the free dev account gives you access to one phone for development.
