No, not yet. This is a feature they have talked about including in a future update. Similar to Google Now.

i drive a bus and cannot touch my phone whilst driving, but i can use this it has a button to push which will activate cortana.

Yes for phone calls or texts, but I think he is looking for something like Google Now where you can start talking to the phone when it is in standby mode.

You'll have to wait for the new "Telepathy" update. It'll be out with one of the next iterations. That Will allow you to just think what you want and Cortana will execute.
