A question about RMTP support

Is there any application or any developer that could develop an app that will support the RMT protocol for the Windows Phone?

I'm not sure if I understand your question. Any device that is able to communicate over TCP can support RMTP. You'd just have write the library that supports that protocol. If you are looking for a complete library, I'd probably start here:
