Yes, it is possible to move apps to SD card in Lumia 1320 running WP 8.1.

Go to Storage Sense
Tap on "Phone" and then Tap on "apps+games" and wait for the list to populate.
Then Tap on each individual app icon that you want to move to the SD card. On the next screen Tap "move to SD" and you are all done.
