It seems as if the background on/off state is linked on my phone between the Store and FM Radio. Setting one to Allow will allow both. Setting one to disallow disables both.
After switching the state of one, you have to fully close and reopen Battery Saver to see that it has affected the other. Has anyone else noticed this issue? Can anyone reproduce it? It happens with 8.1 12397 and the latest Battery Saver app.
