Usage without phone service

I currently have an android phone that I use without phone service, like a palm pilot. I use the wifi on it to search the net and sync email, task lists, calendars etc. I also use it to get Google Voice SMSes and I heard there are apps that can do that for windows phone, but can it all be done over wifi? Is anyone doing this with a windows phone 8? If so, what limitations will I face? (obviously it won't make calls) Are there models I should particularly consider/avoid for this purpose? Thanks!
 
If you choose to use Windows Phone without cell service, there won't be much of a difference other than the obvious lack of texting and calling.
Any model will work.
I don't think Google Voice will work since Google has been killing GVoice apps (last time I checked) and otherwise is doing what they can to make Windows Phone a less desirable OS.

No service? No problem, as far as I know.
