consumer cellular and locked phones

My carrier is consumer cellular. I was planning on getting a new phone. If the phone is locked then the price goes down exponentially. If i bought a windows phone, like the lumia 1520 or even the 920, that was locked to at&t; my question is, (without unlocking the phone) would it work on consumer cellular's network with my current sim card?

If the phone is locked to one carrier then it will only accept sims for that carrier.

Even if they run on the same network? Consumer cellular uses att cell towers. It even says at&t as my network on my lumia 710

That may actually work. My sister uses Straight Talk's T-Mo's network which works fine on her T-Mo locked 521, so I think there's a good chance it will work. Might need some APN tweaking though.

The device won't need to be unlocked but you might need a new SIM, depending on how old your SIM is.
