Any software like 'Data Sense' on full Windows 8.1?

I have a Sony laptop and have installed Windows 8.1 update 1 on it. I generally tether my phone to laptop for internet and I noticed it using a lot data. So I'd like to know any software like 'Data Sense' for Windows Phone which will tell me what is using my data on my laptop.

Open up Task Manager and go to the App History tab
You might need to go to Options and select show history for all processes

But that only shows store apps and not softwares.
