How am I running Lumia Black but have WP8.1 GDR1

How is it that I dont have cyan on my 1520 but have GDR1 in the Wp 8.1 era? Also is there any news about the at&t 1020 getting wp8.1?

You're running the developer preview of 8.1, which will give you access to the DP of GDR1. Which is also why you don't have Cyan - it's out for pretty much all the 1520s now but the block for Preview users is still in place.
