File Folders 8.1

I am unable to create folders for tiles. I keep seeing references to update 1 to 8.1. I have a Lumina 520 with 8.1. Anyone? Bueller? Bueller?

8.1 is different than 8.1 Update 1. Did you install update 1?

Phone Update tells me I am up to date. Is update 1 for developers only? I'm in Seattle.

You have to be on the dev preview. Don't worry it's actually an enthusiast program just disguised as dev preview so carriers aren't involved. Don't worry, you can be a 'developer' too for free. Update 1 is only for Preview for Developers. Enroll in that.
