Background download in windows phone

Why there is no background download in windows phone?
This is probably the worst thing about this platform as in android we can download (videos and music, etc.) in background.

Try uc browser.u have background downloading option.

It requires a WiFi connection, it doesn't works on my Airtel 3G and you cannot find WiFi everywhere.
