Nokia Lumia 520 Live Folders problem?

I recently updated to the new Windows Phone 8.1 update, and when I try putting an app over another, it just doesn't create a folder. I tried many times, but it won't work. What is the problem?

The feature known as "Live Tiles" is only seen after adding the GDR1 update in addition to the DP 8.1 version...

Check your device for updates.

i checked for updates. Apparently my phone is up to date. Is this because i have a nokia lumia 520?
