can i access my nokia lumia black icon from my pc with just my device i.d and PUK?

I lost my phone yet again and I do not want to wait for my new one. I need some contacts and documents asap. I don't remember my passwords bc they have always been auto sign in. Can I access my phone from my pc with just my device i.d. pin and or PUK? If so, is there a site?

No. Well kind of yes but mostly no.

You'll need to know the Microsoft account and the password first of all. If you don't, then contact Microsoft Account support. Once you have access to the account, sign into people.live.com and see your contacts there. As for documents, if you didn't back them up to OneDrive then they are lost.
