Arrow in Wifi and signal status icons - WP8.1

Can anyone explain what the tiny little arrows on the upper left hand corner of the "mobile signal strength" status icon and Wi-Fi status icon is for? Its not constant, so it obviously means something?

It means it is transferring data , I also sees it when using cellular data.
