lum 520 ph update problm, PLS HELP

Hello sir, im using lumia 520 (airtel 3g) , current im on amber, , i heard that 8.1 cyan, is officially out for l 520, , i don't have wifi connection , im using airtel 3 g with full strength, but my phone is ever struck at showing DOWNLOADING 0% , , its not at all moving, , why is this happening, i at least need a black update, please. Help me, , ( sorry for my poor eng)

downloading 8.1 requires a wifi connection
a regular 3G/cellular data connection cant handle the downloads so it requires wifi connection
