Xbox Music purchased songs problem

I bought a song through Xbox Music on my Windows Phone. Now, I want to download again on my Windows 8 PC but the song doesn't appear in my collection and if I go to the song manually in the store it asks me to buy the song again (when supposedly I already own the song). An odd thing is that the song appears in my collection on my Xbox 360 but again, on my Windows 8's music app does not.

Any ideas about this? Is there something about purchasing songs in the Xbox Music Store I don't know? Or simply my Microsoft Account went crazy?

While in the Windows 8.1 app go to settings (By bringing Charms bar) now go to Preferences and make sure Cloud Collection is set to On. See if that fixes it.

Nope. I don't have that option.




Edit: I forgot to mention that I don't have Xbox Music Pass.
