Dose MHL depend on Hardware or Software?

WindowsPhone support mirroring with USB or wifi. But with USB you need app on PC and couldn't connect to nomal tv if without dongle or unless smart tv. So I think windowsphone should support mhl. If windowsphone has enough hardware for mhl, we can have mhl feature if MS do that? I really want this feature
