Htc 8x - who is responsible for the update delay?

Is it Microsoft or is it HTC? WPC, please follow that issue to the door. We are people who participate in the Preview Program and we have not yet received the wp 8.1 update. Why are they playing with us. Follow this issue to the door and demand an explanation from both businesses and a specific date for the release.

It is HTC. Microsoft released the update since April. From that moment on it's OEMs plus carriers job to push out OS updates wrapped under OEMs firmware.

No. Preview for developers is pushed by Microsoft directly but know that it isn't optimized with individual phones/OEMs/carriers and there might be compatibility issues with existing firmware.

Preview for developers is directly from MS, so the OEM usually isn't needed. In this case,HTC is responsible though. HTC needs to release a firmware update for their phones before they can run on the new software. They've had ages to do it, but somehow still haven't managed it.
