Windows phone 8 update to Windows Phone 8.1 delay in Nigeria

Windows phone 8.1 has been out for about four months now with an update again this month and i've not been able to get the initial 8.1 update. could this be a problem with my phone or with the store? every time I check for update it says "phone is up to date". what can I or should I do? It's really frustrating seeing all one can do with the update and not be able to experience it. I use a Lumia 720 btw live in Nigeria. thank you
