Switching from cellular to Wifi Nokia Lumia Icon

Since updating to the latest WP 8.1 Update and adding VPN settings to my Lumia Icon, it seems that when I switch between data connections (from cellular to WIFI or from WIFI to cellular data), my phone gets stuck in a "resuming" state and I have to restart the phone. This has become quite annoying. My phone has Verizon service and I have the developer preview of WP 8.1 (Cyan update is not available for ICON yet which may be the problem- maybe some firmware update is necessary to use the phone with WP 8.1???). I am also traveling in Mexico right now and my cellular connection went out from one moment to the next. I cannot make calls on my phone. My partner has a WP 8.0 (HTC 8X from a couple of years ago) and his cell connection is fine (so it's not an outage in cell service). Any help would be greatly appreciated.

Well Wi-Fi is firmware related so perhaps it is because you're missing Cyan the problem. That's the risk of having an OS Update without any firmware/driver updates.
