Blocked call filter not working???

Why doesn't the call blocking filter work in WP 8.1?? I had issues with this feature in WP 8 also. In the call history section, if I hold on a number, a little pop up menu appears with the following options: details, delete, block number, and add to speed dial. When selecting block number, I am then taken to an error message screen that says, "Something went wrong. Can't open the filter at the moment. Please try again later or restart your phone."

I have tried restarting the phone, but the same issue persists.

Anybody have any useful information about this issue?

It works with me. Too bad that i just wanted to filter hidden numbers and not sms
