Is Cortana (India) available for Lumia 925, alpha version?

Hi,

I am using L925 and eager to have cortana (even if it's alpha, since India) on my phone. I understand that cortana alpha is avialable for Dev version only (i guess). I would like to know if my L925 in india can be having Cortana without changing the region/Language to Unites States.

OS Version: 8.10.12393.890
Software: Windows Phone 8.1
