Lumia 520. Developer unlock

when i try to developer unlock my lumia 520 using the "Windows Phone Developer Registration 8.1" tool.. it ends in error saying check whether the IpOvrUsbSvc is running.. I checked its running! I recently hard reset my phone.. Before resetting it was unlocked! Help me how to get over this error!!

The phone must be connected to the internet. Make sure WiFi is on or it has mobile service.
