Sadly, it seems as though only the US version of Cortana is getting updates, we just don't know when the rest of the world will catch up.

We have a dev preview update coming soon, there is the vain hope that the new Cortana variants requires a client update in order to access updates to Cortana's cloud brain.

Unlikely, but worth a hope.
