Why won't action center open?

Action center don't open!!!

My action center simply vanished ... from one day to the next. The night, and by morning it stopped working, I tried soft reset and hard reset (lost everything!), updated this week, I used the Nokia Software recovery tool and the problem continues. I have a Lumia 520 with WP 8.1 update 1 now Cyan. The central icon appears when there is a notification and disappears when I'm in the app in question, but as I slide the finger she doesn't appear central appears.Has anyone ever spent for it? Knows how to solve?

If a hard reset or software recovery tool didn't fix it, it could be a hardware issue related to the screen that it is not picking up you sliding your finger down the screen.

Just an idea but could you try to make sure the top of your screen is responsive in another app to make sure its not an issue with the screen!

its not the screen, mine working just fine left and right, its not respomding, maybe if I try 10-20 times once would work?!! it should be a software glitch

So your saying its not the screen but if you try on average 15 times it will work once?

That to me is a screen problem not a software one.
