Why won't my Nokia Lumia 920 Windows Phone stay turned off?

Every time I turn off my phone (aka need some piece and quiet w/o turning on silent) , the phone turns back in within 3 or so minutes. It even turns back on while charging. I do not want my phone turned on constantly, as I like being technology free during certain times ( dinners, dates, movies, etc). What can be done to fix this issue?

So your phone is turning back on even when it is not plugged in to anything? I know all windows phones will not allow you to keep the phone off if it is plugged in to charge but I have never experienced it doing that any other time.
