How do I make the WIFI and blue tooth toggles work?

My Lumia 620 keeps on returning a message reading "can't do this at the moment, try again in a little while. If the problem continues, restart your phone and try again' every time I try switching the WIFI on. This is also happening even after re-installing the software due to the same problem earlier. The blue tooth toggle is also inactive.

Its quite possible you're running a different software than your phone's product code (common in their world countries)
Use Nokia Software Updater for retail and update your phone with it, not only will you be back on the best version of the OS you'll also get your original product code software. (hit me back if it works)
