Why does Microsoft permit Sprint to deny its customers the Windows 8.1 phone update?

I own a Samsung Neo on Sprint, and I learned from corporate headquarters that it will not push the update. I understand AT&T and Verizon are doing the same. Why doesn't Microsoft push the cell phone providers to deliver this update?

It is complicated and a drawn out answer that started. To keep it short, because WP is not popular enough and the only people to have such a deal is Apple. That is why DevPrev is available.
