Blue Screen with a sad face after turning on - do I need to do a factory reset?

I took the battery out of my phone this morning after not being able to connect to my Wi-fi. now when I switch the pphone on all I get is a blue screen with a sad face Do I need to reset the phone? not sure how well backed up my data is

if you plug it in, do you get the charging screen?
I would leave it apart for a while, then try hooking it up, not booting (if possible) putting it on a charger for a bit, then try booting it up.
