How do I install local apps on Nokia Lumia 530?

tap on the 3dots at the right hand bottom of the screen, you will find it there

yes it was suppose to appear, but it doesn't appear, I already know that, Ii put to flight mode off and on, reseted idk :S

Local apps are apps ready for install from an SD card. They need to be legit apps off of Marketplace OR your phone needs to be dev unlocked/etc.
If you have a legit app on SD, then reboot your phone after inserting the SD, go to the store, wait about 1-2 minutes and then click the ellipsis. The option of "install local apps" will appear. Once available, the phone will list all available apps you can install off of the SD. If it doesn't list it, it's not recognizing it and it will not allow for the install.
