Why can't I activate Cortana?

I'm in Canada and can't activate Cortana, despite reading that Cortana is available here. I have a Lumia 520 on WP 8.1 software version 8.10.12393.890. When I go to Phone Update, it says my phone is up to date with the latest OS. My region is set to Canada and the regional format is English (Canada). Any ideas?

Its only available for update 1 which is on the most part only available for the preview for developers. Down load the app and sign up and then go back to phone update and it will download update 1 and Cortana will be yours

When you tap the search button, what do you see? You can check if it is enabled by going to settings > swipe left > cortana and turn it on if it's off.

You may need to play around with your settings more, i.e. change your speech settings.
