Why can't I enable Cortana?

When I go to enable Cortana, it says "Cortana can only work if your speech language matches your display language." Through Settings > Speech, my speech language is set to English (US). Through Settings > Language, my display language (assuming this is where I access it) is English (US). What's the matter?

I have a Lumia 520 on WP 8.1 Update (through the Developer Preview as I'm in Canada). My region is set to Canada as well.

Ok here is what you do:

1. SETTINGS>LANGUAGE
Change to English (USA)

2. SETTINGS>SPEECH
Change to English (USA)

3. SETTINGS>REGION
Change both to United States
Click the reboot button in this menu

Cortana will now be active
