Cortana without Location Services turned on

Why should location services be turned on in order to use Cortana?
Wouldn't it be better if Cortana can be enabled even when location services is turned off?

Because a big part of Cortana is based on location details. Search gives local results, your travel to and from work obviously does too and you can set reminders based on location.
It's all part of the total package.

Otherwise its just Bing search. No smart functions. Your location I'd already tracked through cell towers, so having it off doesn't prevent tracking.
