You must change your country to United States. and restart phone.
because it's not avaible in greece yet

am sorry .. am answered the wrong question ...
and i don't understand your question .. what do you mean by activating dev prev , all you have to do is downloading the developer preview app from the store and then "Enable" it within the app , and you're ready to go
