Why does my touchpad pointer stop for a little time while on Dell Inspiron R laptop?

I had bought a new laptop 3 months earlier and now it creats promlem as the touchpad pointor on screen stops very frequently and after pressing any any of the key as enter or any other key then it backs to the normal but again and again creating problem. the another problem is that while working the page up down bar always shooks to the top and not letting the bar to be scrolled down please suggest some effective solutions.i have windows 8.1 operating system and dell inspiron 15 r laptop.
