Why won't my Nokia Lumia 520 update to Windows 8.1?

My wife has a Nokia Lumia 520 purchased about 2 years ago. It is running Windows 8.0. As far as I know, she has never received an over-the-air invitation to download the update to 8.1. When we attempt a manual "phone update" through the settings, it says the phone is up to date. I have a Lumia 520 purchased about 6 months ago. I received the invitation to download 8.1 in early August, and did so successfully. So, wondering why one phone seemingly does not have access to 8.1

Well it might be a software glitch? You could try connecting her phone to Nokia Software Recovery which should be able to upgrade her to Cyan if that's the latest version available for her phone. Do keep in mind that this process would erase her phone settings and data so do keep a backup before proceeding.
