Does the Lumia 520 switch to 3G or 2G with 4G is not available?

Using a Nokia Lumia 520 running Windows 8.1.

When 4G service is not available, does this phone (Nokia Lumia 520) automatically switch to 3G or 2G, or is there some manual switch I need to make, or am I just out of luck?

The 520 does not get 4G LTE service. It will switch automatically between 3G and 2G speeds, sometimes mine will stay on a lower speed when I know a higher speed is available. If I turn airplane mode on and then off it will select the higher speed.
