Why are so many apps not available in my region?

I bought my first Windows Phone recently (Lumia 735) and configured it up so that my region was correctly set to United Kingdom.

I'm not an app junkie, but the two apps I tried to install were not available to me in my region for some unknown reason. They are Telegram Messenger Beta (which is available with no restrictions on Android), and Lumia Storage Check.

Why are these apps being restricted? There's nothing in them that is illegal or prohibited in the UK, so it doesn't make sense.
 
This baffles me too. Most (if not all) apps on Android are global. As they should be. MS even supports payments in a lot of countries, so what the problem is, I do not know. I understand something like Maps and music services not being available for certain regions, but otherwise there is absolutely no real reason that things like the Garage apps and others can't be available for worldwide download.

I truly hate this about WP, they're ruining their own market by doing this.
