Why isn't my phone allowing me to open my settings?

Won't allow me to open my settings

I click on settings, and my phone directs me back to the page I chose settings from. wont open settings at all, cant connect to wifi or set/change phone settings... please help! Brand new phone.

Did you provide enough information ? (any information) ?
What phone ?
What OS ?
What version ?
etc ... would help someone attempt a solution. SMH

How long after turning your phone on did you attempt to open your settings? I've experienced this only within around 3 minutes after turning my phone on... but after 3-5 minutes, I was able to open my settings with no problems.

If new phone just hard reset as wont have any data on it yet!
