Cant enable cortana

Hey guys can someone help me?
I just cant enable cortana even if i already set all setting for language, region and speech to US... Already double checked and soft reset several times but no luck, cortana just dont appear on the app list..
I'm on WP8.1 with cyan, DP..

Well, i did a hard reset, then Cortana worked, but after changing region and so, Cortana was disabled for me as well. So I'm thinking that the guy above is right. The only option how to enable Cortana is to hard reset your phone, choose region where Cortana is enabled and then you're stuck with that setting for...eternity?

Same with me! I had US region set on, but change it to Croatia to purchase an app... After that, changed back to US but Cortana wasn't there! I don't miss her so much as I miss quiet hours option... Hard reset is no option for me, so I'll have to live with how it's now. Hope next update will repair it. I'm on 930, latest preview...

Hard reset is no option for me also.. I just have so many things on my phone I don't want to hard reset it... Hopefully Microsoft has some sort of a fix for this..
