Why can't Microsoft relax some of the API's for the developers to create an actual app locker. If not so then why can't it create one just like it did with its file manager?

1. Well, whats to stop an app from locking another app for a ransom? (exaggerated hypothetical - as a security and integrity policy apps cant stick their hands into others)
