WP 8.1 (With Devs Preview) keeps adding unwanted keyboards - how to stop it?

Hi all,
Since Cyan, my L1520 started adding an unwanted keyboard language.
I'm using only 2 keyboard languages, but the device started adding me a third language which I don't use and don't want.
I keep removing it from the keyboard languages setting, and after two or three days it comes back.
It's annoying since when I'm switching between keyboard languages, I have to switch between 3 keyboards instead of just 2 - I didn't find any reason for it to add that 3rd language, and even if it had its reasons in the first time, why can't it "respect" my settings and not add additional keyboards without my consent?

Just for information, it will be good to know which all are the keyboards.
Have u added or changed region/language/speech settings so that phone is downloading new keyboard to match the current settings.
If u have selected automatically download updates on WiFi, the keyboard will be installed. so if thats the case just uncheck and phone will ask u to permit a download.

I'm using English and Hebrew keyboards on my device, with my regional settings set to United States, and my device's language (UI) is set Hebrew.
My location is set to Israel.
I didn't change any of these settings as long as I have my L1520.
The other keyboard that my device is auto-installing is Arabic - in Israel, Arabic is one of the official languages but still, it doesn't make sense that my device would force the additional keyboard language on me...

It doesnt make sense to force install something. May be you can make a point at https://windowsphone.uservoice.com/forums/101801-feature-suggestions

Did you manage to solve the problem with the Arabic keyboard auto-installing? I have the same problem on my Lumia 930, with my regional settings set to Israel, and my device's language set to Hebrew.
Never had this problem on my Lumia 920.

Same here,
Region is United States, Format is English, Phone Language is English and there is no indication of my country. But it keeps adding TWO more language, Arabic, Azerbaijani - Latin. (based on GPS location? I had a Turkish keyboard when I was at Turkey last month) Funny enough I have similar problem on my laptop and Windows 8.1
Also I already unchecked the auto download of updates and it happened again. On Windows 8.1 you can at lest prevent the languages from appearing in the task bar.
I assume it is safe to say that there is no way around this problem on current version of Windows Phone.
