Why is there no notification settings?

About a week ago I had to do a hard reset on my lumia 520 after it starting acting weird. Now it seems fine except there are no notification setting for my apps. The four default ones are there (Hotmail, Messaging, Store, and Phone) but for apps like 6snap, kik, twitter, etc. there is no option for them so i'm not getting any notifications. Has anyone and this problem before and is there a fix for it. I've gone though all my setting and I don't see anything that would cause this

Hi Jordan, Are you using WP 8.1?

For most of the other apps, you need to receive a message first and then you can modify the settings within the notification center.

However there are some notifications within the app themselves.
For twitter for example when you add account, it asks if you want notifications (and what type).
6snap, the notification settings are within that app itself.
