Why am I not able to close apps (Lumia 822)?

Closing apps.......Lumia 822 continued.....

Thanks for the responses people. Currently. Running WP 8.0 on Verizon. I hit the back arrow, apps will shrink (with an "x"), I either close out with the "x" or back arrow and it's gone. HOWEVER..........hit the volume buttons, up or down and the app (music, scanner..) reappears along the top. Frustrating and only goes completely away if I restart. Thanks in advance to all!

What do you mean by scanner?

There's different apps in the store to "stop" music so it doesn't appear on the volume drop down.
