i can get texts and send texts i can even make calls but no one can phone me

What happens when someone tries to call you? Does it ring busy, or does it ring and ring? Does your phone just not ring? Does it light up at all? Does it register a missed call? Does the call eventually get to your voicemail? What country / carrier are you using?
