Pending Wi-Fi just means you need to be connected to a wifi connection before it decides to start the download.

1. Login into ur microsoft account.
2. Go to the app website/store and choose 'Download manually'. It's a ".xap" file.
3. Plug in ur phone to ur PC.
4. Copy/cut and paste the downloaded .xap file into ur phone's "Download" folder. Unplug ur phone from the PC.
5. On ur phone, go to Store. Tap the three dots "..." at the bottom and choose "Install Local Apps".
6. Choose the app that u transferred earlier, and install.

Or, you could just connect to any wifi/hotspot nearby and download.
