is there an app where you can decrease the resolution of photos?

When I try and upload photos from my Lumia to forums they are too big.is there an app that can reduce the resolution?

I have not come across of an app that reduces the resolution of photos, but you can alternatively just take a screen shot of your photo, i.e. while viewing the photo fully in your phone (without any additional icons). Just press the volume up button and power button together to take a screen shot of whatever is being displayed in the screen of your phone. The image will be of a lower resolution and will be saved in the "Screenshots" folder of your Photo Hub. This process would be faster than if you use an app - literally just a pair of clicks away (as opposed to launching an app).
