Why is are my apps being announced on my home screen?

Talks to me on the home screen.

Don't know if it's a setting, but for some reason when I touch things on the home screen, it puts a box around whatever I touch and it talks to me when I do it but it won't let me get to settings to see what I did. It kind of locked me out of my phone. I can use it, but I can't at the same time.
 
Are you able to hit the search key then type in "ease of access" it should have "settings" written after it in grey then it'll open up the settings section you need?

Assuming you aren't using Cortana. Otherwise say open ease of access...

It appears, Narrator is ON. You can turn it off by long pressing the Volume Up key and then press the Start button. See if that helps.
